The New Jersey Economic Development Authority (NJEDA), New Jersey Department of Environmental Protection, New Jersey Board of Public Utilities, and New Jersey Governor’s Office sought to accelerate zero-emission medium and heavy duty vehicle adoption while ensuring environmental justice and equity across New Jersey. NJEDA engaged Guidehouse to forecast zero-emission vehicle (ZEV) adoption, develop an economic strategy, and propose supporting programs for New Jersey.
Guidehouse developed a 2020-2050 forecast of ZEV adoption and charging infrastructure needs at the census tract level, leveraging its in-house Vehicle Analytics & Simulation Tool (VAST). The team then crafted an economic strategy based on market and supply chain analysis related to vehicle electrification in the state. Our experts also proposed designs for a wide range of potential programs for New Jersey intended to accelerate ZEV adoption (including a voucher pilot program), empowering positive emissions impacts on environmental justice communities and supporting the growth of local ZEV ecosystems.
Utilizing Guidehouse’s analyses, and in close coordination with partner state agencies, NJEDA was able to quickly launch a voucher pilot program, the New Jersey Zero Emission Incentive Program, or NJ ZIP. This was a foundational first step to increase medium-duty ZEV adoption. The overall strategy proposed by Guidehouse related to additional programs was optimized around economic opportunity and environmental justice.
